Levette
Johnson

Secretary

Levette is the Executive Director of the MS Coalition Against Sexual Assault.

She has twenty-three (23) years of experience in non-profit program administration and grant management of state and federal grant programs; coordinates local, statewide, and national training and technical assistance; her greatest asset is collaboration with stakeholders in efforts to end sexual violence. Ms. Johnson has spent more than two decades to promote victim safety, enhance services and response to victims of sexual assault. She collaborates and partners on statewide projects to address underserved populations such as women of color, persons with disabilities, and college-aged women. She supports advocates to improve sexual assault services and response in rural communities. She works to expand response in the faith community with a M.A. and a D.M. in Faith-based Crisis and Family Counseling. Since 1998, she has volunteered as a crisis counselor with the local rape crisis center. Since 2010, she serves as a project director for the OVW Training and Technical Assistance Provider to the campus program.

Carrie
Ward, M.A.

Treasurer

Carrie is the Chief Executive Officer of the Illinois Coalition Against Sexual Assault (ICASA).

Carrie joined ICASA as Program Developer in 1996 and was promoted to Grants Director in 2004 and Executive Director in 2019. For many years, Carrie conducted programmatic site visits at ICASA centers and provided technical assistance and training for centers on a wide range of program areas, assisted new and current centers to navigate ICASA’s funding and certification processes and oversaw the allocation of funds to ICASA centers. As CEO, Carrie works with ICASA to assist with strategic planning, governance, and oversight, serves as ICASA’s primary spokesperson and conducts policy work to further ICASA’s legislative agenda. Carrie represents ICASA on numerous task forces and statewide committees and represents ICASA when working with other rape crisis organizations, allies and partners across the nation.

Liliana is the Executive Director at the Utah Coalition Against Sexual Assault, with over 15 years of experience working in social services.

She demonstrated profound leadership while working at a Los Angeles-based rape crisis center and later as a Program Coordinator at the California Coalition Against Sexual Assault. Her vision is to center and uplift the voices of communities marginalized by society and bring a deep commitment toward social equity and collective liberation. She is dedicated to educating people of their rights and opportunities and envisions a world free of gender-based violence.

Rosa
Beltré

Board Member

Rosa Beltré (she/her/ella), an Afro-Taina-Latiné powerhouse, is a nationally recognized author, speaker, and thought leader at the forefront of the movement to end sexual violence.

As the President & CEO of the Ohio Alliance to End Sexual Violence (OAESV), she leads with an unyielding commitment to justice, equity, and survivor-centered advocacy.

With over two decades of experience, Rosa has dedicated her life’s work to amplifying the voices of those most silenced — particularly survivors, BIPOC communities, and historically marginalized populations. Her leadership transcends borders, bringing a global perspective to local action as she trains, speaks, and advocates across the United States and internationally.

Rosa is known not only for her deep policy knowledge and comprehensive training expertise but for her human-centered approach to transformational change. Her work spans a wide spectrum — from fair housing and child abuse prevention to financial literacy, faith-based leadership, and community engagement — reflecting her holistic vision for a more just and compassionate world.

A dynamic communicator, Rosa is a sought-after speaker at national and international conferences, coalitions, and forums. She is also the author of several inspirational works that blend faith, resilience, and social justice.

More than a leader, Rosa is a bridge builder, a healer, and a catalyst for societal transformation. Her commitment to listening, learning, and leading with integrity continues to inspire movements and mobilize communities toward a future free from violence and oppression.

Indira
M. Henard, DSW, MSW

Board Member

Dr. Indira Henard is the President and CEO of the DC Rape Crisis Center (DCRCC).

Dr. Henard has been with the DC Rape Crisis Center for the last seventeen years serving in different capacities, lending invaluable experience including leadership roles in fundraising, operations, cultivating relationships and strategic partnerships, as well as coalition building. Under Dr. Henard’s Executive leadership she has not only repositioned the oldest rape crisis center in the country, but she has laid a strong foundation as the agency prepares to celebrate 50 years of survivor centered, and community led services. Additionally, under Dr. Henard’s leadership the DC Rape Crisis Center received the 2019, and 2020 Best Places to Work by the Washington Business Journal, the 2019, 2020, and 2021 Best of Washington Award to include the Business Hall of Fame, as well as the 2019 Agency of the Year Award by the National Association of Social Workers.

Dr. Henard’ s direct service experience in many gender-based violence programs has helped to inform her policy analysis that has led to coordinating public policy initiatives and organizing and planning spaces for survivor led advocacy. Spanning over 20 years of dedicated service in the violence against women’s movement, Dr. Henard’ s experience exemplifies her expertise in non-profit management, organizational development, crisis management , education, training, fundraising and public policy.

Dr. Henard has worked nationally and internationally in helping organizations build capacity to respond to the needs of sexual violence in their communities. Dr. Henard’s high level training and technical assistance provided to local nonprofits, and international NGO’s has resulted in the repositioning of the sexual assault coalition in the District of Columbia, partnering to help open the first rape crisis center in Lagos, Nigeria, as well as working with a coalition of international NGOs in developing a mobile app to aid refugee workers who are working with sexual assault victims. Most recently, Dr. Henard was selected to serve on the Independent Review Commission to address Sexual Assault in the military under the Office of the Secretary of Defense as ordered by President Biden.

Dr. Henard holds a Bachelor’s of Arts Degree from Wheaton College (MA), a Masters of Social Work degree from Catholic University of America, and a Doctorate of Social Work Degree from the University of Southern California. Most recently, Dr. Henard completed the Strategic Perspectives in Non Profit Management Program from Harvard Business School Executive Education. Additionally, Dr. Henard has deep ties within the policy sector having served as a Ralph Bunche Institute Fellow at Duke University, a Congressional Truman Fellow on Capitol Hill, and a Charles Hamilton Houston Fellow at Georgetown Law Center. Additionally, Dr. Henard was a Shannon Institute Fellow at the Wilder Foundation. Before joining the DC Rape Crisis Center, Dr Henard served as a Senate Aide for Senator Barack Obama D-IL on Capitol Hill, as well as Special Assistant on his Presidential Campaign.

Dr. Henard was most recently was awarded the 2020 Washingtonian of the Year award, the 2021 Women Who Mean Business Award, presented by the Washington Business Journal, and honored as one of the top 10 women leaders of 2023 by Pinnacle magazine, and most recently awarded by World Leaders Magazine as one of the worlds most inspiring leaders making a difference in 2024. Additionally, Dr. Henard was named as one of the top leaders to follow in 2024 by Fortune Times, and was name the EXCEL Award honorable mention for excellence in non profit management.

Taylor

Alexandria Taylor, MPA, LMSW is the Executive Director of the New Mexico Coalition of Sexual Assault Programs.

She has worked in the movement to end gender based violence for over 20 years, when she started her senior year of college as an overnight shelter advocate. Alexandria graduated from the University of Delaware where she double majored in Sociology and Criminal Justice after completing 4 years as a scholarship volleyball player. She completed her Master’s in Public Administration from the University of Baltimore and her Masters of Social Work from Columbia University in New York. Alexandria serves as the Vice Chair of the Board of Directors for the ACLU-NM, Treasurer for Bold Futures, Treasurer and Co-Founder of the New Mexico Black Central Organizing Committee, steward of the Healing for Black Women Fund, the Chair of the Governor’s Council on Racial Justice, and is a proud member of Alpha Kappa Alpha Sorority, Inc.

Luna

Board Member

Rose Luna is the Chief Executive Officer at the Texas Association Against Sexual Assault (TAASA).

She has been with TAASA for over 19 years and has served the agency in a variety of roles before becoming CEO in September of 2017. Rose has led TAASA to become an influential authority on sexual assault through public policy, coalition building, and putting survivors first. Rose is a seasoned advocate and revered speaker, trainer, and writer as her work has been shared statewide and nationally. She serves on the steering committee of the inaugural sexual assault survivor task force at the Texas Governor’s Office, She is President of the Board of the Texas Victim’s Service Association, as well as member of the Texas Evidence Collection Protocol advisory board. Rose’s direct service experience in addition to her business operations and marketing background make for a beautiful intersection of effective leadership and change.
